About This Job

The Ministry of Planning, Development & Special Initiatives has announced a contract-based vacancy for Advisor for Development Budget (PPS-11) under its Capacity Building and Institutional Strengthening project, based in Islamabad. The Advisor will work closely with the Ministry's planning wing on matters relating to the federal development budget, public investment programming, and fiscal coordination between federal and provincial planning bodies — a role that sits at the heart of how Pakistan's public sector development spending is planned and monitored each fiscal year.

Applicants must hold at least 16 years of education (a master's degree or equivalent graduation-level qualification) in Economics, Public Finance, Development Economics, Public Policy, Business Administration with a Finance concentration, or a closely related discipline, from a university recognized by the Higher Education Commission. Alongside this academic background, candidates need at least 15 years of relevant professional experience in development budgeting, public financial management, public investment management, macroeconomic analysis, or fiscal policy — reflecting the seniority of the PPS-11 scale attached to this position. The maximum age limit is 62 years as on the closing date, with selection made in strict order of merit among short-listed candidates.

Interested candidates should apply online through the National Job Portal (njp.gov.pk) within 15 days of the advertisement's publication; applications may alternatively be submitted through the Ministry's own portal or by email to webmanager@pc.gov.pk. Detailed Terms of Reference for the position are available at pc.gov.pk and should be reviewed carefully before applying, since the role's exact deliverables and reporting lines are set out there rather than in the advertisement itself. Candidates already serving in government service must route their application through the proper channel. Incomplete applications will not be entertained, only short-listed candidates will be called for interview in order of merit, and no TA/DA is admissible for attending. Queries can be directed to the Project Director, Capacity Building and Institutional Strengthening, at Room No. 446, 4th Floor, P-Block, Pak Secretariat, Islamabad. Given the seniority and technical nature of this advisory role, applicants with prior experience at the Planning Commission, Finance Division, or a provincial P&D department may be particularly well positioned to compete for this position. Candidates should note that PPS-scale contract positions like this one typically run for the duration of the associated donor-funded or reform project, with renewal contingent on project continuation and performance, rather than offering the permanence of a regular civil-service appointment. The Ministry regularly advertises similar PPS-scale advisory positions for its various reform and capacity-building projects, so candidates who do not meet the full 15-year experience threshold for this particular post may still wish to monitor the Ministry's career page and the National Job Portal for comparable openings requiring somewhat less seniority.
