The Finance Division, Government of Pakistan, is hiring a Business Analyst/Process Optimization Specialist, Management Position Scale MP-II, for one vacancy in its Government Payments and Receipts Transformation Unit (GPRTU) in Islamabad, which is driving government-wide adoption of the Raast instant payment platform. Reporting to the Chief Transformation Officer/Project Director, the selected professional will conduct detailed as-is process mapping of government payment, collection and reconciliation operations, design to-be processes optimized around Raast for both disbursements and collections, identify inefficiencies and risks in current workflows, redesign processes in line with Raast's capabilities and compliance requirements, develop SOPs, functional requirement documents and operational playbooks, facilitate workshops and training for government staff during rollout, and act as a bridge between government entities, technical teams, solution architects and vendors including the State Bank of Pakistan.
Applicants must hold a Master's degree in Business Administration, Finance, Information Systems, Information Technology or a related discipline, with 7 to 8 years of professional experience in business analysis, process re-engineering or operations optimization, preferably within government or financial services. Practical experience with government financial systems, payments or banking operations is highly desirable, as is proven experience facilitating process-transformation projects covering mapping, redesign and adoption.
