The Finance Division, Government of Pakistan, has announced one vacancy for Compliance & Financial Operations Lead, Management Position Scale MP-II, in its Government Payments and Receipts Transformation Unit (GPRTU), Islamabad, set up to standardize government adoption of the Raast instant payment rail. Reporting to the Chief Transformation Officer/Project Director, the incumbent will ensure that all government disbursement and collection processes using Raast comply with State Bank of Pakistan regulations, public finance and treasury rules, and internal/external audit requirements; define and validate reconciliation, clearing and settlement models for Raast transactions; support integration of government entities with AGPR and provincial Accountant General offices; monitor transaction flows for discrepancies; develop financial control frameworks ensuring segregation of duties; and serve as the primary point of contact for audit and compliance matters with government entities, SBP, AGPR and external auditors.
Candidates must hold a Master's degree in Finance, Accounting, Business Administration, Chartered Accountancy/ACCA or a related discipline, with 8 to 10 years of professional experience in financial operations, compliance or treasury management, ideally in government or banking sectors. A strong understanding of treasury operations, payment settlements and public-sector financial controls is required, along with experience designing financial control frameworks and reconciliation processes for large-scale payment systems.
