PHA Foundation (PHAF), a State-Owned Enterprise of the Government of Pakistan established under Section 42 of the Companies Act, 2017 to promote, facilitate and regulate affordable housing schemes and urban development projects across the country, has invited applications for the full-time position of Chief Executive Officer (CEO). The appointment will be made in line with the State-Owned Enterprises (Governance and Operations) Act, 2023, the SOE (C-Level Appointments) Guidelines 2024 issued by the Central Monitoring Unit of the Finance Division, and the Public Sector Companies (CEO Appointment) Guidelines, 2015. One vacancy is available for this senior leadership role, which is based in Islamabad and carries responsibility for steering PHAF's affordable-housing and urban-development mandate at the national level.

Eligible candidates should hold at least a Master's degree or equivalent (16 years of education) in Urban Planning, Architecture, Development Studies, Business Administration, Public Administration, Finance, Engineering or an equivalent discipline from an HEC-recognised university or degree-awarding institute, with foreign qualifications given additional weightage. A minimum of fifteen years of relevant professional experience is required, including substantial time in senior management with demonstrated expertise in project management, the construction sector, infrastructure development or an equivalent field; candidates who have previously served public sector entities or corporations as CEO or Managing Director will be given preference. Applicants must not have attained the age of 50 years as of the closing date, and civil servants may also apply provided they secure the necessary No Objection Certificate from their parent ministry, department or cadre authority. The role is open to both men and women, and candidates must satisfy the Fit and Proper Criteria set out under the SOE Act, 2023, and the related C-Level Appointments Guidelines.

Qualification Required
