The Ministry of Planning, Development and Special Initiatives has opened one Islamabad-based vacancy for Sector Specialist - Quantity Engineer under its Capacity Building and Institutional Strengthening project. The role carries PPS-10 and is offered initially for two years on a contract that may be extended when performance is satisfactory. It is a senior technical appointment intended to strengthen the Planning Commission's ability to appraise, cost, monitor and review public-sector infrastructure proposals. The selected specialist will advise on project feasibility, Bills of Quantities, engineer estimates, tender documents, procurement packages, implementation plans and value-for-money decisions. The official terms also place emphasis on identifying overruns, variations, bottlenecks and construction risks, then recommending practical engineering or quantity-surveying solutions. Because the work feeds into government appraisal forums and development planning, the vacancy is particularly relevant to experienced civil engineers who have handled large projects, contracts and public investment documentation.
Applicants must hold either a BE in Civil Engineering with sixteen years of field experience, or a master's degree in Civil Engineering or a related field with fourteen years of field experience. In addition, the advertisement asks for ten to fifteen years of relevant exposure to project appraisal, review of PC-I and revised PC-I documents, quantity surveying, cost estimation and variations, contract administration, implementation support, monitoring, evaluation and technical review of public-sector development projects. The detailed terms of reference add duties such as checking quantities, unit rates and cost assumptions; reviewing tender evaluation reports and bid analyses; applying PPRA, PEC and FIDIC requirements; understanding the federal EPADS procurement system; monitoring physical and financial progress; verifying interim payment certificates; and advising on claims, final accounts and cost escalation. The appointment is on merit and is open to suitable Pakistani candidates. The advertisement does not prescribe a numerical age ceiling, gender restriction, domicile quota or application fee, so applicants should rely on the stated professional criteria rather than assume an unstated concession.
Applications must be submitted online through the Planning Commission career entry, which directs candidates to the National Job Portal, no later than 21 August 2026. Candidates already serving in government are required to proceed through the proper channel. The ministry warns that incomplete applications will not be considered, and only candidates shortlisted in order of merit will be invited for interview; no travel or daily allowance is payable for that process. Before submitting, an applicant should compare the degree title and years of field experience with the two permitted qualification routes, prepare evidence of work on estimates, BoQs, PC-I reviews, procurement and contract administration, and ensure that all NJP profile fields and supporting documents are complete. The official advertisement and the separate terms of reference should both be reviewed because the latter contains the fuller responsibility list. This is a single verified vacancy, and the published closing date should be treated as firm rather than waiting until the final day.
