Pakistan Digital Authority (PDA) is recruiting a Cluster Lead to act as the field and regional coordination lead for the ICT/Punjab housing workstream, with an immediate focus on the ICT lighthouse and F-14 start point, scaling into a complete transformation plan for Islamabad Capital Territory.

The role involves coordinating with CDA, FGEHA, the ICT Administration, Punjab authorities, PLRA, development authorities and relevant local bodies, and supporting the identification of pilot assets, project records, approval workflows and authority data requirements. The Cluster Lead will follow up on MoUs, data-sharing requests, workshop inputs and field-level dependencies, support the onboarding of developers, banks, PropTech firms and other local stakeholders, and monitor pilot readiness including documentation, verification workflows, citizen journeys and authority approvals. The role also captures local bottlenecks for the programme team, represents the sector team in regional meetings, and supports provincial replication planning once the ICT pilot is validated. Candidates should hold a bachelor's degree in project management, business, economics, data analytics, computer science or a related field, with 6 to 8 years' experience in regional coordination, real estate, urban development, government projects or land/revenue coordination, and a strong understanding of the Islamabad/Punjab institutional landscape.
