About This Job

Pakistan Digital Authority (PDA) is hiring an Executive Director - People & Culture to provide strategic leadership for the Authority's human-capital and organisational-development agenda, developing people strategies that support PDA's mandate under the Pakistan Digital Authority Act and the Digital Nation Pakistan framework. The incumbent will serve as the principal advisor to the Director General/Chief Executive Officer on strategic human-capital matters.

The role covers strategic leadership of the Authority's People & Culture strategy, workforce planning, organisational design and succession planning; organisational-development initiatives including restructuring, change management and competency frameworks; and human-capital management spanning recruitment, onboarding, performance management, compensation, employee engagement, learning and development, and employee relations. The Executive Director will also establish the Authority's HR governance framework to ensure compliance with applicable laws and regulations, champion an inclusive and ethical organisational culture, lead employee-engagement initiatives, and build collaborative relationships with government ministries, regulatory bodies and development partners on human-capital matters. Candidates should hold a minimum bachelor's degree in Human Resource Management, Business Administration, Public Administration, Organizational Development, Organizational Psychology, Management Sciences or a related field from an HEC-recognised institution, with certifications such as SHRM-SCP, SPHR, CIPD Level 7 or CHRP preferred, along with a minimum of 12 years of progressively responsible HR, organisational-development or people-leadership experience, including experience advising senior executives and leading multidisciplinary teams.

Qualification Required

  • Qualification: Minimum bachelor's degree in Human Resource Management, Business Administration, Public Administration, Organizational Development, Organizational Psychology, Management Sciences, or a related discipline from an HEC-recognized institution. Professional certifications such as SHRM-SCP, SPHR, CIPD Level 7 or CHRP shall be preferred.
