About This Job
The Ministry of Information Technology and Telecommunication (MOITT), Government of Pakistan, is hiring one Digital Expert - Foreign Direct Investment (FDI) on a Special Professional Pay Scale (SPPS-II) contract, advertised through the National Jobs Portal. With Pakistan's population exceeding 240 million and its digital economy expanding rapidly, the Ministry is looking for a senior professional to help position the country as a premier destination for digital foreign direct investment. The role sits at the intersection of policy, investment promotion, and international cooperation: the successful candidate will develop export-led investment proposals and investment pitchbooks for the telecom sector, contribute to taxation and budget proposals affecting the digital economy, coordinate across ministries on cross-cutting digital-economy issues, and represent MoITT at international platforms such as CPEC, ECO, DCO, CAREC, the World Bank, ADB, SCO and CTO. Additional duties include assisting with bilateral MoUs on digital-economy and IT/Telecom cooperation, coordinating with Parliament on legislative business, preparing briefs for the Minister's Office, tracking flagship Ministry initiatives and PSDP-funded projects, and formulating policy on emerging areas such as OTT services, IoT, smartphone standards, fintech, and smart cities.
Candidates should hold a Master's degree from a reputable HEC-recognized or internationally recognized university in a related field such as Electrical Engineering, Computer Science, Electronics, Telecommunication, Information Technology, or Business Management; the advertisement lists a wide range of specific accepted degree titles spanning these disciplines at the bachelor's through PhD level. At least eight years of relevant professional experience in the IT and Telecom sector is required, including exposure to international engagements and government or regulatory affairs, together with demonstrated experience working on digital-economy or emerging-technology issues such as fiberization, spectrum management, the Internet of Things, OTT services, smart cities, or digital infrastructure. The Ministry is also looking for strong cross-sectoral coordination and communication skills, the ability to engage credibly with ministries, regulators, international institutions, and the Minister's Office, and the capacity to manage multiple concurrent workstreams under tight government timelines. The post is open to candidates of either gender, no domicile restriction is stated in the advertisement, and no minimum or maximum age limit is specified for this position.
Selection follows the Special Professional Pay Scales (SPPS) Policy, 2024: applications are first scrutinized by an in-house committee chaired by the Additional Secretary, MoITT, before the Special Selection Board recommends candidates for appointment with the approval of the competent authority. The position is a contract appointment, initially for two years and extendable for a further two-year term subject to performance, with pay drawn against the SPPS-II scale and leave earned at three days per month for the duration of the contract. No application fee is mentioned in the advertisement. Interested and eligible candidates should apply online through the National Jobs Portal (njp.gov.pk) before the application deadline of 20 September 2026, as only one vacancy is available for this senior role.
