The Ministry of Information Technology and Telecommunication (MOITT) is recruiting a Procurement Officer (Consultant) to support the Digital Economy Enhancement Project (DEEP), a World Bank-funded initiative aimed at transforming Pakistan's digital infrastructure and public services delivery. This is a contract position based in Islamabad, reporting to the Program Director, available until the project's completion. The successful candidate will work under the Senior Procurement Specialist to execute the full procurement lifecycle for DEEP, ensuring compliance with World Bank Procurement Regulations and national procedures while maintaining comprehensive documentation for audit readiness.

The role requires a Master's or Bachelor's Degree (minimum 16 years of education) from an HEC-recognized university in Engineering, Law, Finance, Business Administration, Supply Chain Management, or a closely related field. Candidates must have a minimum of 5 years of documented post-qualification experience in procurement of goods, works, and services with national or international agencies, NGOs, or the private sector. Familiarity with procurement of IT-enabled services, digital platforms, and enterprise-level ICT solutions is highly desirable. Proficiency in MS Office (Word, Excel, PowerPoint) and written/oral fluency in English are essential.
