Peshawar Electric Supply Company (PESCO), the public-sector power distribution utility operating under the Ministry of Energy's Power Division, has advertised a single vacancy for the C-level position of Chief Legal Officer (CLO) at its head office in Peshawar. The post is being filled on a contract basis with an initial term of three years, as PESCO looks for an exceptional and dynamic legal professional to manage the Company's corporate, advisory and regulatory legal affairs with strong leadership, sound judgement, and a well-established reputation for integrity and credibility. The selected Chief Legal Officer will report directly to the Chief Executive Officer and will be expected to demonstrate a deep understanding of the economic, business, social, legislative, political and regulatory environment PESCO operates within, along with sound knowledge of national and international best practices relevant to the power utility business.

Applicants must hold a 16-year law degree - an LLB, LLM or Barrister-at-Law qualification - and must be licensed advocates of the High Court, in addition to holding valid certificates of permission to act and plead before both the High Court and the Lower Court, issued by the relevant Bar Council; these two certificates are mandatory for the post. Candidates need a minimum of 15 years of post-qualification relevant legal experience, including at least three years in a senior management position, defined for public-sector candidates as service in BS-19 or an equivalent position (whether on a substantive, additional-charge, acting, current-charge or look-after basis, or upgraded to BS-19 or above), and for private-sector candidates as experience at the C-level or C-1 tier. The role calls for a strong background in corporate, advisory and commercial law and dispute resolution connected to the power sector, thorough knowledge of electricity laws and the regulatory framework governing public utilities, prior experience liaising with government and regulatory authorities, and excellent legal drafting and communication skills. Candidates must be Pakistani citizens meeting the Fit and Proper Criteria under the State-Owned Enterprises (Governance and Operations) Act, 2023, must not exceed the upper age limit of 57 years, must supply an HEC equivalence certificate for any foreign qualification, and if currently serving in government must apply through the proper departmental channel and resign from their existing position upon selection.

Qualification Required
