Pakistan Digital Authority (PDA) is hiring a Senior Program Manager to lead day-to-day execution of its Housing & Real Estate sector plan. The role ensures that the Quwat initiative, sandbox workstreams, ministry coordination, stakeholder commitments and pilot delivery all move forward on schedule, making it a central delivery-management position within PDA's housing-sector transformation agenda.
The Senior Program Manager will convert sector strategy into a working implementation plan, run weekly sprint reviews, workstream check-ins and decision meetings, and track progress across PPI/DPI dependencies, authority coordination, pilot design, developer onboarding, escrow and finance discussions, and citizen-journey design. The role also involves maintaining delivery risks, issues, dependencies and escalation notes; coordinating with the Ministry of Housing & Works, CDA, FGEHA, PHA, SBP, SECP, banks, developers and PropTech partners; preparing briefs and decision papers for senior leadership; and supporting budget tracking, procurement requests and delivery timelines, while ensuring the ICT/F-14 pilot aligns with the wider national housing-trust framework. Candidates should hold a bachelor's degree in project management, business, economics, data analytics, computer science or a related field, ideally with a PMP or similar certification, along with 8 to 10 years' experience in programme management, public-sector transformation, real estate, infrastructure, digital government or financial-sector programmes.

Qualification Required
