The Ministry of Climate Change & Environmental Coordination is hiring a Motion Design Lead / Senior Animator (PPS-09) under its PSDP-funded project 'Strengthening Technical Capacities of Ministry of Climate Change and Environmental Coordination' (STC-MoCC&EC). Strong proficiency in Adobe After Effects, Illustrator, Photoshop and Premiere Pro is required, with Blender or Cinema 4D considered a plus, and a professional portfolio demonstrating range and quality in animated work is mandatory. Experience producing content for the public, development or environmental sectors, along with familiarity with Pakistan's climate issues and governance context, is considered a strong asset. The role will effectively make the successful candidate the Ministry's sole in-house motion design expert, responsible for leading the creative development and quality control of all animated outputs, conceptualising motion graphics and animated explainers that translate climate data and policy material into accessible public-facing content, and ensuring a consistent, bilingual (Urdu-English), accessible visual identity across platforms like Reels, TikTok, YouTube Shorts and TV spots.

The maximum age is 45 years, which already factors in the standard five-year government age relaxation, so no further relaxation will be granted, and a foreign degree must be accompanied by an HEC equivalence certificate. Qualification Required

Key Responsibilities

Lead the creative development, execution and quality control of all animated outputs within the Ministry, acting as the sole in-house technical expert on motion design within the digital media team. Conceptualize and produce motion graphics, animated explainers and infographic videos aligned with MoCC's campaigns and climate communication priorities, including animating climate data (temperature shifts, rainfall patterns, biodiversity loss) using charts, transitions and maps. Develop mood boards, storyboards and animation styles matching the Ministry's tone; ensure visuals reflect regional diversity and inclusivity; maintain a consistent visual identity across all animations. Translate policy material into animated sequences for public awareness, optimised for platforms including Reels, TikTok, YouTube Shorts, TV spots and presentations. Maintain project files, versioning, asset libraries and rendering outputs; troubleshoot rendering/compatibility issues. Work closely with the Head of Communications and policy teams on visual storytelling strategy, provide creative input in planning meetings, and produce rapid-response animations for urgent campaigns (disaster alerts, climate days, myth corrections). Ensure bilingual (Urdu-English) execution with appropriate typography and accessible design (readable text, color contrast, visual hierarchy).
