Pakistan Railways has invited applications for a Financial Analyst / Specialist (MDB Financial Management & Loan Disbursement) at PPS-11 to serve in the Project Implementation Unit (PIU) – ML-1 of the China Pakistan Economic Corridor Support Project (CPECSP). The single vacancy is based at the PIU/ML-1 Office in Lahore, though the selected candidate may be liable to serve anywhere in Pakistan as required by the project. This is a contract appointment, initially for one year and extendable subject to satisfactory performance, continued project requirement, and availability of funds, remaining co-terminus with the project. The incumbent will report to the Team Leader/Project Director, PIU ML-1, and will work closely with the Project Director, Deputy Project Director, the Financial Advisor & Chief Accounts Officer of Pakistan Railways, the Member Finance office at the Ministry of Railways, and relevant Multilateral Development Bank (MDB) mission teams.

Eligible candidates must hold a Master's Degree (minimum 16 years of education) in Finance, Accounting, Commerce, Economics, or Business Administration (Finance), or an equivalent discipline from an HEC-recognized university, with a professional qualification such as CA, ACCA, CMA (ICMA), or CPA considered a strong preference. A minimum of ten years of post-qualification experience in financial management, accounting, budgeting, financial reporting, or loan disbursement is required, including at least five years of experience specifically on ADB, World Bank, AIIB, IsDB, or other MDB-funded projects. Candidates must be able to demonstrate practical, documented experience in preparing and processing Withdrawal Applications, Statements of Expenditure, Direct Payments, Reimbursements, and Advance Account documentation, along with working knowledge of the ADB Loan Disbursement Handbook, Government Financial Rules, PSDP procedures, PIFRA/SAP accounting systems, IPSAS/IFRS, and advanced MS Excel-based financial modelling. Experience in financial management for large infrastructure, transport, or railway projects is considered an added advantage. The maximum age limit for this post is 55 years as of the closing date, and the pay package follows the PPS-11 scale under the Project Pay Scale Policy approved by the Finance Division, fixed according to the selected candidate's qualifications and experience.

Qualification Required

• Qualification:Master's Degree (minimum 16 years of education) in Finance, Accounting, Commerce, Economics, Business Administration (Finance), or an equivalent discipline from an HEC-recognized university. Professional qualification such as CA, ACCA, CMA (ICMA), or CPA will be preferred.
• Experience:Minimum 10 years of post-qualification experience in financial management, accounting, budgeting, financial reporting, or loan disbursement, including at least 5 years on ADB, World Bank, AIIB, IsDB, or other MDB-funded projects. Candidates must have practical experience in Withdrawal Applications (WAs), SOEs, Designated/Advance Accounts, Direct Payments, Reimbursements, IUFRs/APFS, financial planning, and donor compliance. Working knowledge of the ADB Loan Disbursement Handbook, ADB Financial Management Guidelines, Government Financial Rules, PSDP procedures, PIFRA/SAP, IPSAS/IFRS, ERP-based financial systems, and advanced MS Excel/financial modelling is essential. Experience on large infrastructure, railway, transport, or CPEC-related projects will be an added advantage.
