The PULSE Project is part of a broader effort by the Board of Revenue, supported by World Bank financing, to modernize property and revenue record systems, reduce land disputes, and improve public service delivery through better data quality and digital infrastructure across Punjab's land administration institutions.

Candidates must hold 16 years of education in Project Management, Public Administration, Business Administration, Commerce, Business Economics, or a related field from an HEC-recognized institution, along with sound knowledge of Pakistan and Punjab Procurement Regulations. A minimum of eight years of post-qualification experience is required, and prior experience with World Bank-financed procurement processes will be preferred during evaluation. The eligible age range is 35 to 70 years, and the post is open to candidates of either gender, subject to submission of an attested domicile certificate as per the standard Punjab Government requirement. Selection will be made strictly on merit based on the eligibility criteria specified in the advertisement, and candidates who do not meet the minimum qualification, experience, or age requirements will not be considered for further processing.
