About This Job
Global Investment Gateway of Punjab (GIGP), the Government of the Punjab's dedicated investment-facilitation platform, has advertised one contract-based vacancy for Director, Research and Policy. This Directorate underpins GIGP's evidence base, building and maintaining sector-targeting analysis for Punjab's priority industries - including IT/ITeS, agri-food, textiles, automotive, pharmaceuticals, energy and logistics - covering market sizing, competitive positioning, value-chain mapping and site-readiness assessments. The Director will publish quarterly cost-to-invest comparison models benchmarking Punjab against competitor jurisdictions on labour, land, utility, tax and logistics costs, will manage the Sector Working Group Secretariat convening provincial departments, industry associations and investors, and will convert investor feedback and facilitation-bottleneck data gathered by GIGP's other Directorates into quarterly policy reform briefs. The role also involves producing GIGP's flagship publications, including an annual "State of Investment in Punjab" report and a quarterly competitiveness monitor, and engaging with international benchmarking bodies such as the World Bank, WEF, UNCTAD and OECD to ensure Punjab's reforms are accurately represented in global rankings. The Director will additionally build and maintain an investment-data infrastructure comprising a foreign investment registry, a regulatory reform tracker and a competitiveness dashboard, developed in collaboration with federal and provincial stakeholders, and will maintain liaison with international and local research houses, academics and universities to keep GIGP's underlying data current.
Eligible candidates should hold a Ph.D. or Master's degree in Economics, Business Administration (MBA), Finance, Accounting, or Development Economics from an HEC-recognized institution, with preference given to graduates of globally recognized universities. The advertisement specifies a minimum of 10 years of post-qualification experience for Ph.D. holders, or 15 years for Master's-degree holders, in economic and business research, policy analysis, or investment climate advisory.
