KPITB is engaging an individual consultant as Data Governance Specialist on scale MBS III to design and roll out the provincial data-governance framework across departments, reporting to the Managing Director of KPITB or the assigned Project Lead from a Peshawar duty station. The Specialist will lead data modeling, metadata management and ETL or data-integration architecture work spanning multiple government departments, and is expected to set the rules, standards and ownership structures that determine how provincial data gets collected, shared and protected going forward. Given the interdepartmental scope of the role, a large part of the job is building consensus around governance policies that different departments, each with their own systems and habits, can realistically adopt without derailing their existing operations. The Specialist will also define data ownership and stewardship roles within each participating department, draft the policies and procedures that turn governance principles into everyday practice, and track how well departments are actually following those rules once they are issued, rather than treating the framework as a one-time document exercise.

Candidates should hold sixteen years of education with a degree in Information and Communication Technology or a related discipline from an HEC-recognized university, with a degree in Computer Science, Information Technology, Data Science or Public Policy with an IT focus preferred given the policy dimension of the role. A minimum of seven years of professional experience is required in data governance, data management, enterprise data architecture or IT project management, including at least two years specifically in data governance work. Certifications such as CDMP, based on the DAMA-DMBOK body of knowledge, or COBIT Foundation are preferred, and prior e-governance or public-sector engagement is valued highly, since the framework being built here has to work across an entire provincial government rather than a single organization. Experience running or contributing to data-quality audits, and drafting practical data-sharing agreements between departments that neither side finds unworkable, will be viewed favourably.

This is a single-vacancy consultancy for an initial six months, extendable subject to satisfactory performance and available budget, paid as a monthly lump sum with no application fee charged. Qualification Required
