The Khyber Pakhtunkhwa Information Technology Board (KPITB) is hiring an individual consultant to serve as Technical Team Lead under its ongoing ICT Project, with the assignment based at KPITB's Peshawar office. The consultant will lead and coordinate technical teams through the full lifecycle of ICT and digital transformation initiatives for the provincial government, translating business requirements into system specifications and implementation plans, overseeing software development lifecycle activities, and ensuring every deliverable meets approved architecture, quality and timeline benchmarks. Beyond day-to-day technical supervision, the role carries responsibility for coordinating application development across multiple platforms and stakeholders, chairing technical design reviews, resolving escalated issues, and steering QA, UAT, security testing and go-live readiness for public-sector digital systems that residents and departments across Khyber Pakhtunkhwa will depend on. The consultant is also expected to monitor technical milestones and resource utilization, provide regular progress reports to project management, and support the preparation of RFPs, technical proposals and other project documentation as KPITB's digital initiatives move from design into deployment.

Candidates should hold a BS or BE in Computer Science, Computer Engineering, Information Technology, Software Engineering or a closely related discipline from an HEC-recognized institution, with project management or Scrum-master certification such as PMP, ITIL or CSM considered an advantage. A minimum of seven years of relevant, hands-on experience leading technical teams or managing ICT, CMS, supply-chain systems, or mobile and web portal projects is required, together with a working knowledge of both Agile and Waterfall delivery approaches. Strong communication and stakeholder-management skills matter as much as technical depth here, since the Team Lead will coordinate directly with consultants, business users and government officials to keep fast-moving digital projects on schedule, while also being ready to provide technical guidance, user training and knowledge transfer so that systems remain sustainable once handed over to departmental teams.

Qualification Required
