The Punjab Land Records Authority (PLRA) has advertised one vacancy for Deputy Director (Governance Risk & Compliance) through the Punjab Job Portal, the senior-most of the eight roles in its current Information Security hiring batch. Based in Lahore on a full-time, market-salary basis, the position is designed to own PLRA's governance, risk and compliance (GRC) function end-to-end, building the policy and audit backbone that the Authority's more technical security hires - penetration testers, SOC analysts and security architects - will operate within. As custodian of Punjab's digitized land ownership records, PLRA needs a formal GRC framework to satisfy regulatory expectations and reassure citizens and financial institutions that rely on its data.

Candidates must hold a minimum of 18 years of education (MS/M.Phil) in Information Security, Information Technology, Computer Science, Software Engineering, Electrical Engineering, Electronic Engineering or a Cyber Security discipline from an HEC-recognized university, and at least five years of post-qualification experience in information security governance, risk management, security compliance or security auditing within a large national or international organization; prior hands-on experience implementing ISO 27001 or CIS controls is considered an added advantage. A recognized certification is mandatory - CISA, CISM or CRISC, combined with ISO27001 Lead Implementer/Lead Auditor credentials - with clear preference given to candidates holding CISA. The role is open to both men and women aged 25 to 40, and Punjab domicile is required, obtainable through the Government of Punjab's Dastak Doorstep Delivery service (helpline 1202 or app) where necessary. As the most senior of the eight posts advertised in this batch, it is expected to report directly to PLRA's technology leadership on the Authority's overall compliance posture.

Responsibilities include designing and implementing a comprehensive GRC framework, running organization-wide risk assessments and maintaining the risk register, overseeing internal and external audits, and managing incident response specifically for governance and compliance breaches. The Deputy Director will also develop and revise security policies and standards, present GRC status reports to senior management, and design and deliver security-awareness training programs, working closely with legal teams to track regulatory change. Thorough assessments of PLRA's IT systems, applications and processes to pinpoint vulnerabilities and non-compliance areas are also expected, together with ensuring governance and security policies are consistently communicated and enforced across every organizational entity and stakeholder group.
