Punjab Land Records Authority (PLRA)

About This Job
The Punjab Land Records Authority (PLRA) has advertised one vacancy for Deputy Director (Offensive Security) through the Punjab Job Portal, a senior leadership role within the Authority's eight-post Information Security hiring batch. Based in Lahore on a full-time basis, the Deputy Director will lead and build PLRA's in-house penetration-testing and red-teaming capability, managing a team that includes the Assistant Director-level penetration testers and application-security specialists PLRA is hiring in parallel. The role reflects PLRA's decision to bring offensive-security testing in-house rather than depend solely on outside vendors for probing its land-record systems, and positions the Deputy Director as the senior technical authority overseeing how aggressively - and how frequently - the Authority stress-tests its own defenses.
Eligible candidates need a minimum of 18 years of education (MS/M.Phil) or, alternatively, 16 years (Master's/Bachelor's Honours) in Information Security, Information Technology, Computer Science, Software Engineering, Electrical/Electronic Engineering or a Cyber Security discipline from an HEC-recognized university, together with at least five years of post-qualification experience in vulnerability management, offensive security, red teaming or penetration testing within a large national or international organization. A recognized certification is required - OSCP, LPT, CPET or CEH - with preference given to candidates holding OSCP or LPT. The role is open to men and women aged 25 to 40, and Punjab domicile is required, with the Government of Punjab's Dastak service (helpline 1202 or app) available to help applicants obtain one. Candidates from Computer Engineering, Electronics Engineering, Electrical Engineering, Software Engineering and Information Technology backgrounds are all eligible provided the experience and certification thresholds are met.
The Deputy Director will lead penetration testing across networks, operating systems, web and mobile applications, APIs, cloud platforms and infrastructure, mentor a team of testers and database-security specialists, and ensure PLRA's secure-development and testing practices align with OWASP, ISO, NIST and CIS frameworks. Further duties include conducting targeted red-team engagements and social-engineering exercises, developing exploit proof-of-concepts, coordinating third-party penetration tests, and overseeing database security covering access control, encryption, monitoring and backup/recovery. The role also requires validating that mitigation measures hold once vulnerabilities are remediated, producing detailed reports on attacks, exploits and recommended fixes for senior management, and building automation and adversary-emulation tooling that scales the Authority's offensive-security capability over time. Interested applicants should apply online via the Punjab Job Portal (jobs.punjab.gov.pk), where the full advertisement and application form are posted; the post carries a monthly salary of PKR 240,000-245,000, and the deadline to apply is 12 September 2026.
